Why
Growing up in Zanesville, mom & dad realized the opportunity for life’s success was to get an education and dream bigger than Zanesville. And that’s exactly what we did! Beginning with Allan and finishing with Rick, each of us followed Waldo and Frances’ advice. We “got our paper” and charted our course for success. Subsequently, we have tried to instill that spirit of education and success in our children, grandchildren, cousins and anyone coming into the Simpson “circle of influence!” All praise is due to Waldo E. and Mary Frances Holbert-Simpson
As the remaining first generation move into the twilight of life, it is important to leave a legacy of education and success for the following generations living and those yet to be born. Therefore, the Simpson Legacy Foundation, is hereby presented for consideration

FOUNDATION PURPOSE
To provide financial funding/scholarships and grants for descendants of Waldo Emerson and Mary Frances Holbert-Simpson and their extended families. It has also been suggested an annual scholarship (amount TBD) be established in the name of the Simpson family in Zanesville, Ohio and awarded to a deserving student(s) seeking to attend a college or university of their choice. NOTE: The Community Foundation in Zanesville has been contacted and CAN serve as an administrator of funds and distribute at the direction of the foundation.
Organizational Structure
The foundation will consist of a Board of Directors (7 members) and an Advisory Committee (6 members) allowing for proper operation and to meet IRS guidelines for 501 c3 charitable foundations.

Responsibility of The Board
The primary governing group that will meet quarterly, establish operating procedures, develop bi-laws, approve disbursements and develop scholarship/award categories OFFICERS SHALL BE; Chair/President Vice President Secretary (or Secretary/Treasurer) Treasurer NOTE: The initial board makeup will be temporary until the 2nd meeting at which time, the BOD shall adopt and make changes to the by-laws as well as elect officers for a term of 2-years

Advisory Committe and Responsibility
Responsible for developing criteria for the various fund applications (with consultation of Board members as appropriate), reviewing annual applications for funding in the various categories, ensuring their need for support, meeting application requirements and then submitting applications and recommendations to the BOD of Directors for a final decision. 6 COMMITTEE MEMBERS WHY 6? … 7 BOD + 6 Advisory = 13 (# of children)
